We saw tons of buddleia on our trip to Ireland this summer, and I have raised a ton of it in Santa Fe.
It does seem to have peculiar reseeding habits. I've never had a problem with reseeding, or sprouting in unwanted places in Santa Fe.
In the high desert of Santa Fe (7,200 ft.) it behaved like an herbaceous perennial, dying back significantly, almost to the ground, every winter.
I cut them back mercilessly in the early spring, (at least by half...sometimes more, along with my Russian sage) and they always came back more beautiful than before.
